USB/IP Project aims to develop a general USB device sharing system over IP network. To share USB devices between computers with their full functionality, USB/IP encapsulates "USB I/O messages" into TCP/IP payloads and transmits them between computers.

I can redirect usb devices from one machine to another without the host machine requiring a driver.
The 'discontinued' flag is a bit of a misnomer as development was moved to Linux kernel mainline
Unfortunately, USB/IP not works on Ubuntu Precise currently, because can not find its kernel modules. (it was renamed)

I guess it's only works for windows if the USB device is connected to a Linux machine
