While FL Studio is a DAW, it provides everything needed for multi-track editing, with general purpose arrangement of audio tracks through its sequencer and fine-tuned editing through Edison, its full featured editor. FL includes VST support as well, but already has advanced modules for EQ, compression and visualization, not to mention Edison's world class noise reduction. The workflow is clearly different from Sound Forge, but it's definitely capable.
