Smoothie applies motion blur on footage, it's got features similar to smart-resampling and RSMB.
It acts as an all-in-one filter chain, you can individually toggle and configure each component if you'd like.
With a layered config system, CLI arguments to customize any of it's behavior, it can be a swiss army knives with a few batch one liners.
This comes as a specialized & FOSS alternative to the tedious and slow workflows most video editors go through, this app may only make sense if you're already doing applying this sort of video editing.
