Is a mess at the moment. On other hand, there's good flexibility, what allows scale and customize rules for any taste. But it will not work smoothly with any OS and environment. Some plugins have different depending, sometimes it's more than Node.js. And as like as you can change workflow totally, it's would hard to understand and rebuild your code by developers from outside your team because you can change even syntax.
It's just different paradigm of CSS preprocessors. You should make your choice wisely. In any case, PostCSS can be useful addition to any other preprocessor.
I'm not ready to rate this right now, there's a lot of pros, but a lot of cons too. And all depends on specified project.
