I added this app, since it makes all other alternatives look like rubbish. Its the only (almost) free app I could find that has high-res output. It does not have pixels in standard outputs though. Forinstance, in Estonia they require you to have 1300x1600px photo, but knows the proportions, 40x50mm and fixes the aspect ratio.
