RetroArch itself is just a front end for emulators. Genesis Plus GX and PicoDrive are two Mega Drive/Genesis emulators that work within RetroArch, but the previous guest comment is right: RetroArch is far more esoteric than what you'd expect from a standalone emulator like Kega Fusion.
It's a bulk emulator that does far more than just Sega genesis, it's also highly unstable and non-user friendly and lacks a large number of key features that specialized emulators have. It's not only not an alternative, it's not even the same concept.
