Inno Setup is highly customizable and lets you tune everything about the installer to your needs. It has a super easy to use wizard for the creation if installation scripts that can create start menu and desktop shortcuts and more.
There's a 2GB single file limit. The only way to get past this is to have the installer create bin files too, so if you need a single file installer over 2GB you're hooped. Otherwise, this program would be awesome.
