What is DeskPins?
DeskPins can be used to make any application topmost, that is, to keep it above all other windows. Just grab a pin from the DeskPins icon in the system notification area (a.k.a. taskbar tray) and click on any window. This functionality is identical to the "Always on Top" setting found in some programs. With DeskPins you can add this feature to any program!

How can it be discontinued when it is suitable for Win-x9 to Win-10 ?

Highly unreliable. Only works once in a while on Win10. Go for MenuTools!
I've seen MenuTools "Stay on Top" beat out both DeskPins and PinWin. When trying to pin a resized browser over a different browser, DeskPins wouldn't do it. PinWin let me choose the browser from its list of windows and then it could be pinned on top. I've found an instance where neither would work though. MenuTools seems to always work.
