Central Access Reader reads text that you paste into it. It has a light and dark theme, and it works pretty well on varying screen resolutions. The text highlighter can't keep up the voice while it's reading, you can't type in the text window, and for some reason the software uses a ridiculous amount of CPU, so it only gets 3 stars, but it gets the job done and runs offline on Windows so I am satisfied with it.

What is Central Access Reader?

Central Access Reader (CAR) is a free, open source, text-to-speech application, which reads docx files and pasted text using the voices installed on your computer. It currently works only on 64-bit Windows. CAR can export content to MP3 and HTML files and can also read Math and Logic Equations (supports Word’s Equation Editor and MathType math formats). CAR has a customizable, user-friendly interface and it allows to alter a voice's parameters, including rate and pitch. CAR is an excellent choice for students with print-related disabilities.
