What is Bluegrams Screen Ruler?
Screen Ruler is a lightweight, but configurable ruler tool for Windows Desktop. It allows you to measure the size of elements on the screen in different units, including pixels, centimeters and inches. The ruler can be moved and resized precisely using either the mouse or the keyboard and custom marking lines can be added. Besides coming with a light and a dark theme, Screen Ruler also allows you to fully customize its appearance by changing all color settings.

Just works on-screen ruler. Can add multiple points on ruler.
Absolutely great little tool. So useful. The only feature I'm still hoping for is 'instant dimension detection', like the one in the macOS app, xScope (xscopeapp.com). Which lets you hover over elements and see their dimensions in real time, without having to drag the ruler around. Nevertheless, I'm giving this tool 5 stars because it's clean, free/opensource and does what it does flawlessly!
I've used various similar software but this is the first really useful one that also is opensource. I added functionality with ease since code is well written and easy to follow.
