I like Bay Stencil because it's the easiest way to turn any image into a multi-layer, bridged stencil.

What is Bay Stencil?

Bay Stencil is an online stencil maker. You select an image, enter your email address and click the button. You get back an email in a few seconds or a minute that contains nine different options for your stencil, between two and five colors. You pick the one you like best, and Bay Stencil generates bridged SVG cut files for you to cut the stencil on a craft cutter such as Cricut Explore or Cameo Silhouette. Or, you can just print out the bridged files and cut your stencils by hand. How does it work? Fundamentally, it's a three step process. First the large variety of colors in the image are reduced to a small number of colors. Second, the smaller shapes are combined into larger shapes that form (typically) smooth curves. Finally, the curves of each color are separated out and bridged together so that they can be cut and painted as individual layers, without any pieces falling out.
