Biome 2.1 update brings faster scanning and improved type inference

Biome 2.1 introduces a new light scanner that selectively scans only specified files or folders when project rules are disabled, improving performance for targeted checks. Type inference has also been enhanced, now identifying about 85% of relevant cases for the noFloatingPromises rule. Notable bug fixes address proper handling of nested configuration files and configuration inheritance.
