WordPress rolls out new user-focused features including Details Block and Footnotes

That's partially incorrect. It's WordPress.com, the blogging platform by Automattic who announced these features.
FYI those 2 are different: details block was merged in core late 2022. And the footnotes is very new and still a bit experimental (https://github.com/WordPress/gutenberg/pull/51201) as it's not yet fully documented on the official WordPress.org website (https://github.com/WordPress/Documentation-Issue-Tracker/issues/942).
The announcement of the WordPress.com is not wrong but people hosting their own website will maybe not have the same implementation as on this saas platform. :)
