WebCatalog has not been discontinued. The original website and GitHub pages changed and can be found here:

WebCatalog is also available in the software repositories for users of Deepin 15.x Linux and is available in the Deepin Store. WebCatalog is the updated version of the now discontinued Appifier, although Appifier still works as well. This is an indispensable piece of software if you use many web apps. WebCatalog has most of the most popular listed for one-click installation and has no problem creating custom apps from any site you choose. Once an app has been created and installed, the app will appear and function as any other native application on your desktop.

WebCatalog is a great way to make desktop applications from apps that do not have native desktop versions for the currently used operating system. For example, Google Drive is not available natively for Linux and WebCatalog packages the web version into a desktop app that looks, feels, and performs like the versions that are available for Windows and MacOS.
