cnoblexboot is still available, I use it all the time. It's still the best product I've found for launching an ISO directly within windows without rebooting. Forget the complexity with VMs' just drag the iso into xboot and it launches. No reboot, no install.

Not for creating bootable drives.
Excellent tool for working with ISO images. Reliable, proven by generations of system administrators, so to speak. Remains one of the most sought after, despite many small flaws, which some competitors at the top of the list of alternatives seem to have less of, still remains the best solution for me when I need to work with important data.
