KennethWilhelmssonnomacs is so far the best contender to irfanview. You can go through images and delete or keep. Scale and cut. Having some trouble with paste, but I hope that is a setting. Or an yet undiscovered feature.

XnView has dozens of tools and filters for fast image editing, as well as an integrated file manager with several functions to organize images. Besides everything runs on both Windows and Linux. It's a bit slow compared to Irfanview, but it's still one of the best programs of its kind.
After enabling the "Show files in subfolders" option, it crashes with tens of thousands of images. IrfanView in the same situation works flawlessly (apart from the fact that it does not save the generated thumbnails to the database for quick reuse).
