The app is listed as "Free", which, judging from the usage that term gets in this site, means it's free of charge but still proprietary.
This is not so, as the program is licensed under the MIT license and the source code is provided in the site, even for the latest version.

From the license agreement in the installer:

  • License Agreement for the use of HexEdit 4.0.

  • The software, including source code, is distributed under the MIT license.
