Active Presenter and OBS both have screen recording capabilities, but their similarities basically end there. OBS is best suited for streaming to e.g. YouTube, whereas ActivePresenter is best suited for building training videos, eLearning content, and other SCORM media.
Active Presenter is an eLearning authoring tool; OBS is for screen-casting. They aren't in the same category. They only have a few overlapping features. Alternatives to ActivePresenter are Adobe Captivate and Storyline.
