I keep coming back to this one

I keep coming back to this one - it's blindingly simple, convenient, and just...there. This and the sticky notes are my favorite features of Win7 - things that should have been there for ages, just as part of the OS.

That said...it really should have TEXT BOX annotations as well as lines and highlights.
