The best thing I know to do fast, basic, easy, and free of charge, web pages. Even if for nothing else more, SeaMonkey, would deserve my praise for the Compositor module.
I use firefox mostly, but a friend of mine uses Windows ME and this is the only alternative to firefox that I know of, that can run on windows me and still use firefox plugins/addons.
