Paint.NET

I like Paint.net, but it bothers me very much, that it is not possible to select and to move a text object and change the font size. You can only select areas with pixels, not text objects. From the moment, when a text has been created, you can edit it only as an area with pixels, not as a text with changeable size, letters and changeable text position. The manipulation of text fields is a big weak point of Paint.net.

If the developers would improve this weak point, or if someone does not use texts in pictures, Paint.net would be on of the best picture editing applications.

My friend said using Paint.net in Windows 7 Professional isn't that good, since it keeps lagging & her wacom bamboo tablet pen pressure doesn't work properly. But I can't be too sure cuz she's telling me this online.

While probably not sufficiently feature-rich for designer, Paint.net is absolutely suitable for webmasters daily tasks. I have been using it for several years now, and have nothing to complain on.

It's a kind of pity that Paint.net is Windows-only and is not available on Mac.

Unlike GIMP, Paint.NET is actually easy to use because stuff is actually where you expect it to be!

Great program overall. If you want a free image editor, it is this and only this.

Great and easy to use Windows only photo editing application. It gives me all the functions I need that MS Paint does not.

Paint.net is great not because of all of it's advanced features but because it is easy to use and produces good results. It reminds me a bit of Photoshop but a much more stripped down version. And it's much cheaper than Photoshop! Takes up less room on the computer as well. I highly recommend it.
