A very good comparison of nearly all URL-shorteners I found in german language:

There I have found a the very useful online URL-shortener, where you can FREELY CHOOSE the NAME of a SHORT-URL ending with *.tk:
http://alternativeto.net/desktop/tk-it/
Such individually named short-URLs will be deleted, if there a less than 25 page views to it during 90 days.
You can download a exe-file for Windows installation and Microsoft Internet Explorer. But Installation did not work with my Vista 64 bit. I tested the online URL-generation and it worked well and is very easy to use: http://www.tkit.tk
